In LR 7, 'Local' mode, I can't see how to import images from card reader to the local disc. The file command is grayed out. I'm a longtime LR Classic user. All google searches reference classic. Same with forum posts I've seen.
One of the main points of Local mode is that you do not import the images in order to use your Edit tools.
If you want to import a local image/folder to your cloud-syncing catalog, right-click on the folder or the image and select "Copy to Cloud"
Alternately, you can switch to Cloud mode and then import as usual.
