Lightroom 'Add Photos...' grayed out and unable to press the plus on the top left

I am unable to add photos from the File menu nor am I able to press the plus on the left to import photos. I have tried reinstalling Lightroom, resetting preferences, signing out of creative cloud and signing back in, all to no avail. Any help would be greatly appreciated.
