Lightroom cc cannot import(add) photo

Hi,

     Not sure when this happened, but I am trying to add some photos into the lightroom but the "add photos" button is greyed out. I did some research but nothing helped.

     I downloaded lightroom cc from adobe creative cloud which should be the latest version.

     I did try to reinstall everything( creative cloud, PS, Lightroom), no help

     I did try to reset all preferences, no help.

     I did try to use a short cut to import instead of the button, no help

     I did check the security setting of my Mac, purview setting is all good.

     I am using MacOS Catalina version 10.15.5 Beta(system issue?)

     I am current in China (network issue?)

update: lightroom classic work just fine.
