Lightroom CC ver 9.3 crashes on start Windows 10

I spent three hours on the phone with Adobe last week to get Lightroom CC to stop crashing.  They replaced the current directml.dll with an older version and said it was a known bug that would take months to fix.

Tonight I went to use Lightroom CC 9.3 and it immediately crashes.  Photoshop continues to work as expected.  And of course it is on a weekend so now I cannot get any work done on my photos until them open on Monday.

Anyone have a clue on how to fix this piece of crap?
