Lightroom Classic remove folder fails

1. In navigation panel, find (or make) a folder that has 0 photos

2. right-click -> remove

3. on parent folder, right-click-> show in explorer

result: Folder still exists in filesystem

expected: Folder should be deleted  Delete process should follow the same steps as deleting photos

impact:  Lightroom cannot cannot manage the filesystem.
