Lightroom(cloud) presets will not import

I am on Lightroom CC (cloud) 6.2 and I have some 3rd party purchased presets that will not import. I have tried reinstalling lightroom CC. I have confirmed the "hide partially compatible presets" option is unchecked. I have also checked profiles, and they are nowhere to be found.

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post if it helps you get responses.

What kind of presets are they? My browser does not show your video larger than a thumbnail, so I can't see it. Lightroom can import develop presets, but it does not support local adjustment presets (presets for masking settings). That means it won't import these.

They are XMP files I'm importing using the method above.

Click on the three dots again and choose 'Manage Presets'. Check if these presets haven't been stored in their own group, and that the group is turned off.
