Lightroom (Cloud) starting up issues

I am having difficulty starting up Lightroom (Cloud based) and latest version.  I have tried uninstalling and reinstalling but it is not responding. Any suggestions please?

If Adobe Lightroom (Cloud-based) won't start after reinstalling, try these steps: Check system compatibility, update software, temporarily disable antivirus/firewall, and run as administrator. Contact Adobe support if the problem persists.

Thank you. It has been running ok but just recently it is unreliable in loading up. I shall try your suggestions.
