Lightroom Desktop error on launch: Lightroom.exe system error VC Runtime 140_1.dll not found

After installing Lr (Desktop-Version) the programm does not start. Immedeately after double-clicking the Lr Button an error message appears on the screen: Lightroom.exe system error VC Runtime 140_1.dll not found. Deleting the programm and re-installing it did not help.

Does anyone know what to to?

Under the Visual Studio 2015, 2017 and 2019 section on this page, download the following executable file:
x64: vc_redist.x64.exe
Run the downloaded executable file.
Restart your computer.
Launch Lightroom.
