Lightroom Desktop sync issues, 20 photos stuck - "NeedsProxyDownloaded"
I'm trying to install Lightroom Desktop and sync all the photos locally (to eventually merge to LrC) and am stuck on 20 files sync'ing.
The sync diagnostic report shows:

e908fd14eccdfd03f31a48c10d2b530c NeedsProxyDownloadedI've got Lightroom Downloader running concurrently as well for redundancy, but I think the 20 photos stopped sync'ing before I started the Lightroom Downloader download process an hour ago, I've been sync'ing overnight.
I can see them if I filter for then, but don't want to have to delete them from the library, I'm a little worried they won't come back + don't want to resort into their collections. As a sidenote, my LrC catalog upgrade seems to have lost a bunch of photos, I've imported the old catalog, they're back but in trying to remove some duplicates outside the adobe ecosystem I removed some images that now live in the cloud only (I wish LrC had better / more granular duplicate recognition - e.g. this is the raw version of a jpg you have imported, so still import and potentially replace) .
