Lightroom doen't work in Windows 11

I have tried all the usual and recommended fixes: log out, reinitialize the computer, install the latest version, etc.  Still Lightroom doesn't start.  It only shows the initial thumbnail sign (I don't know how to describe that) and either stays there forever or displays an error message.

As a web application it looks like working, but then tells me that I have filled up the 20GB allowed in the cloud.

The automated chat only takes into a loop, reasking again the same questions.

I really cannot see more ways to repair this.  I mean, is this a start up software company?  come on guys.

PLEASE SOMEONE HELP.

Are you launching from Windows Start menu or CC Desktop App? 

If the latter, update your CC Desktop App.

Try right-click on LR CC icon > select More > Run as administrator.

Further, Photoshop and LR Classic do the same.  My mind state is "anguish".
