Lightroom Export and "Edit in Photoshop" Options Greyed Out

I am unable to export images or edit them in Photoshop from Lightroom, as the options are completely greyed out (screenshot attached). I have already reinstalled both Lightroom and Photoshop, but the issue persists.

Maybe a stupid question, but, do you have one or more images selected in the grid view before going to the menu?

Is you Lightroom connected to the Cloud to allow a download of the original file/s into Photoshop?
