Lightroom is filling up space on local drive C - Windows OS

Hard drive c grows even if I have selected and saved local files on an external drive.
I now have about 50,000 Images & Movies about 520 GB on External drive and in Adobe Cloud. Has lots of files left on C: about 340 GB, although only has 5% cache. How to get rid of the files, soon my c: drive is full.
