Lightroom is having trouble connecting the server.

I am using Windows 11 with 1&-13700, 16GB ram.  
Things were alright until 2 days ago.
Lightroom is unable to start with the word 'Lightroom is having trouble connecting to the server. Please try again later.' 
I tried to disable to firewall, disable to anti-virus software with no success.
I uninstall Lightroom, lightroom classic, photoshop, removed all perferences and reinstall many times with no hope of success.
Lightroom classic, Photoshop were normal function and only the Lightroom can't start
