Lightroom mobile not syncing from iPad and mobile upload stuck pending

I first saw the  error says syncing on my ipad stuck at the same count saying uploading 424. 

i reset the syncing on my catalogue the counter loved so I thought it was fixed but it stopped uploading and was not even updating edits after that. When I add images on Lightroom cloud on desktop it adds the image to my ipad and the edits are one way. Edits made on ipad are not reflected on desktop. I have signed out and in on all devices.

all apps are upto date
