Lightroom on Windows touch screen

Hello,

I'm totally green, but want to make my wife a gift with editing device and would be greatfull for help :D.

My wife is currently editing photos using android tablet with Lightroom Mobile Premium.

I'm thinking about Windows Laptop with touchscreen and would like to ask:

- Is Lightroom Cloud Based on pc the same as Lightroom Mobile with Premium plan?

- If not, do windows touchscreen can be operated just like android mobile version, using pen (I know it can if screen can be touched but does it have any sense :P).

- Can you download files from cloud and store it locally in raw format? I know this is the biggest problem for her with this mobile version, because she has often problems with syncing cloud, space is limited and files menagment on android is crapy.

Long story short: can Windows Laptop with touchscreen can combine good windows-style file organization and productivity with ease of use of android version?
