Lightroom stuck on 'preparing' while exporting

LRCC - cannot export any photos, after clicking destination and export, it perminantly gets stuck on 'Preparing 0/[x]', and never progresses. 

I've alt-shift opened to reset preferences, i've turned off GPU acceleration, i've set the album as 'offline accessible', I can't seem to find any solution. Same result when trying to export as a JPG, PNG, or when trying different harddrives, etc.

I've restarted the computer, checked for new updates or drivers, nothing is helping.  Not sure what to do, thanks!
