lightroom takes up my c drive

As soon as I start Lightroom, about 2GB of storage disappears. Closing lightroom will also lose about 100mb of storage. This picture is my lightroom default setup (drive is set to D drive).

The location you set here is just for the local cache copies of your images. Lightroom Cloudy/Desktop's Library is ALWAYS on your C drive. You cannot change its location. So Lightroom will always take up space on your C drive fo the local copy of the library file and for the image previews. It will allow you to assign a different location just for the originals and perhaps smart previews but that is not your library file and not your previews.
