lightroom wont start displays updating splash says it needs to do some housekeeping

Question

I am unable to start lightroom on my windowns pc with win 10

iot started after and update where I did not havce enough room on my HD. after cleaning my hd it still did the same thing. I tried uninstalling and reinstalling, older versions...same problem.

I also tried reseting preferences same issue...

Help!!
