Loading photos into Lightroom from PC is very slow

Loading photos into Lightroom from PC is very slow. I tried to download from different browsers and from the application on Windows. 4 photos uploads for 20 minutes. Everything on the PC is licensed, I even searched for errors in the PC itself, everything is fine. Internet speed 90Mb for both download and upload.
Can anyone suggest what could be the issue?
