LR unusable on my PC

I recently built a PC to edit photos on, much easier than on my laptop. The problem is Lightroom is basically unuseable. Clicking buttons does nothing when I open menus they flicker. I have gone through several post online about fixing slow/ optimizing LR to no success. I have taken it back to an older version, updated graphics drivers, changed nvidia settings. Many things I have found online to try don't exist in my Lightroom, like optimizing catalog. I don't understand how my laptop that is basically and antique runs LR almost flawlessly, but this computer just struggles to have it open. Any suggestions will be greatly appreciated.
