LrM slow download speeds on Galaxy Note 8

I am downloading smart previews to "store locally" on my Galaxy Note 8 (SM-950U), Version 9. Using an SD card with 250GB free space.

Download speed tested at 50 Mbps on this device. However, it takes over 8 minutes to download 50 smart previews!

Two other Android devices tested using the same internet connection took only 25 seconds per 50 smart previews.

Are there known issues with this device or Android Pie?

I am replying to update my own post.

With the help of an Adroid forum, I have been troubleshooting this issue, without resolution. I have used both Wi-Fi & ethenet connections in two locations (I don't have cellular here), deleted & reestablished my device connection to my network, tried device storage versus SD card, cleaned the SD's connections, tried two different ethernet cables in two locations.

I did a test download of photos from both Dropbox & GDrive, 50 photos downloaded in about 2 minutes. This only happens on my Galaxy Note 8 phone and only within the LrM app.

As per advice on an Android forum, I also force-stopped the app, deleted all data, uninstalled & reinstalled. No improvement.

I then deleted my only firewall app. No change.
