In lightroom cloud, if i have set to Store a copy of all originals locally.  and then delete a file in the cloud, is the local copy also delated?  In other words, is ithe local storage synched with the cloud or are files copied and left there forever?

I want to be able to delete files from the cloud to free up storage, but not loose my local copies.   Any advice apreciated.

Thank you.

The local copy will also be deleted when you delete an image from the cloud. However, when you delete a file from the cloud it's not deleted immediately, it only gets deleted either after 60 days (to give you time to reconsider) or if you choose to permanently delete it from the Deleted special album. The locally stored copy is only deleted when the cloud version is finally deleted from that Deleted special album.

The only way to retain a local copy after deleting images from the cloud is by downloading a separate copy, and for specific images (i.e. not everything) the simplest way to do that is to export them from Lightroom as Originals to a local drive.
