You can purchase one of the following. You can access Lightroom across desktop, mobile, and web:

• The All Apps Creative Cloud subscription
• The Creative Cloud Photography Plan
• The single app Lightroom subscription

If you've upgraded to the Lightroom Premium subscription via the App Store, Google Play Store, or Samsung Galaxy Store, you can use Lightroom on mobile only. Check this Manage Adobe Lightroom for mobile (iOS) subscription.
