Missing funcionals on the right panel

Hello,

please I need to help with this thing. I have been using lightroom for several years (Lightroom 1TB). Before aprx. 2 month I lost icons (editing funcion) on the right panel. I had almost full panel with the funcions. Can someone tell me why? Screen in attachment. Thank you very much for your help.

Looks like you have no photo selected, or you selected a photo that is not fully synced because your cloud storage is full. The panel shows all the icons it should show, however.
