Missing Photos When Logging In

When I log into to Lightroom cloudbased, on my windows desktop. Half the time several thousand photos are missing. It's like it is a previous time before I had added a lot of newer photos. Even the albums that are created are albums I no longer have. Then if I keep logging in and out, or try again another day, all my photos will end up being there. It seems random and difficult to get all of my photos to show up.
