Move Lightroom app and user data to external drive

I'm using Lightroom Cloud on a MacBook Air.  I have the cache limit set to 10GB.  In Preferences, it says that the App and User Data are taking up over 33GB on my Mac's internal hard drive.  This is despite setting Storage Location to my external drive.

Can I move ALL Lightroom photos, data, etc. to my external drive? 

How do I do that?
