My Lightroom will not allow me to sign in on my laptop but is signed in to premium on my iPhone… I’ve hit restore purchase in hopes that will somehow connect the accounts but nothing.

“Premium” is a subscription for Lightroom mobile only. You cannot use Lightroom on your computer with this subscription. To use Lightroom on your computer, you need to get the ‘Photography’ plan or the ‘Lightroom’ plan. Those plans include Lightroom mobile, so you can cancel the ‘Premium’ plan once you have taken one of the desktop plans. Just make sure you use the same AdobeID when you do that.
