не могу установить lighroom cc

Lightroom CC is no more and hasn't been for some years now. You could have installed Lightroom Desktop (i.e. the cloud centric version) in lieu of Lightroom Classic (i.e. the version that's been available for best part of 16 years). However, we have no way of knowing without some further information.

When looking for assistance/guidance it's helpful to provide some meaningful information. For example, the first 10-12 lines of 'System Info' obtainable from the Help menu. A screenshot showing the application UI would also be be helpful.
