Are you using the free version of Lightroom Mobile on the phone, ot do you have a subscription version?

If you are using the free version, that what you are experiencing is entirely normal, i.e. the images and presets on your old phone are only on that phone, as the free version does not include any cloud syncing option. So in order to get them off the old phone you need to have a backup of the old phone with a restore option to the new phone (such as an iPhone Cloud or iTunes backup/restore option). If you don't have such a backup, then you can't easily get the photos off the old phone (maybe by exporting them to an external device for subsequent import to the new phone). Presets would have to be re-imported to the new phone.

If you have a subscription to the Adobe cloud, then you should be able to login to LrMobile on the new phone with the same Adobe ID credentials used on the old phone and automatically see your photos and presets....provided that syncing was up to date on the old phone.
