New phone-lost all presets

Hey guys

So I just upgraded my phone from and iPhone 8 to the iPhone 11 Pro and when I downloaded all of my content from my iCloud I logged into my Lightroom Adobe app and ALL of my presets are now gone. 
I tried to delete the app and try it again. 
Still nothing.

I even did a factory reset and used an older date backup because I read that that helped recovery someone elses vanished presets. 

My problem at the moment is since the backup the Lightroom app has been downloading for a day and a half and now seems to be frozen and not doing anything: 

That's actually exactly what it did the first time I logged in with this new phone and I just deleted the app and re-downloaded it from the App Store.

I pay for my Adobe account so I wasn't ever worried about losing my content. 
I have quite a bit of time and money wrapped up in this app. 
I have purchased several preset bundles and have created several myself. 
So yeah...this is devastating to me.
