No Access to Raw Files Lightroom

Under Edit>Preferences>General I do not have the button for "Treat JPEG files next to RAW as separate photos." How do I access my raw files (Windows)?

    This is not a view of Lightroom Classic. It is a view of the similarly named software Lightroom, which is different in many ways from Lightroom Classic. Which do you want to use, Lightroom or Lightroom Classic?
