No function available / import and image sync not working

Hi everyone,

yesterday I have installed Lightroom 6.2 CC on my PC (windows10). It says it`s the latest version. When I run the program no function is available. I cannot import images or create folders. The button is greyed out. Also my images from Lightroom mobile don`t sync with Lightroom desktop, only wirh Lightroom web. It seems like it is not connected to the cloud. I have the Lightroom 1TB without Lightroom Classic.

I`ve already tried re-installing, resetting preferences, re-login and downgrading to 6.1.

Anyone can help?
