No option to open as layers in Photoshop

Hi all, 

I'm trying to focus stack. I select 13 photos in Lightroom and when looking for the open as layers in Photoshop option, it's nowhere to be found. I right click, nothing. I check every dropdown up top, nothing. The option to open as layers simply doesn't seem to exist anywhere. 

 

What am I missing? Any help is greatly apprciated.

Lightroom Desktop does not have an "Open as Layers" option for multiple images. 

That option is limited to Lightroom Classic.

One work-around is to-

1) Export the selected images to the hard-drive.

2) Do [File > Scripts > Load Files into Stack...]
