Welcome to the Lightroom Community. I've checked your profile & you have an active subscription to Lightroom Mobile with 40GB.

 

You should be able to use up to 40 GB on the cloud. Please share the version of Lightroom & the iOS you are working on. Do you see an error or pop-up in-app?

 

I'll need more details, like screenshots or video recordings of what you see.
