Noob. iPhoto to Lightroom. Can they be synced across all devices? iOS, MacOS?

Noob. Forgive me for my complete lack of how to?

I have given up on the photo app from Apple and I am looking for a better alternative, to organize all my photos and have them synced across all devices.

Does lightroom backup to Adobe Creative Cloud?

Can I pick and choose what photos are synce to phone?

Does lightroom backup to Adobe Creative Cloud? When you import images into Lightroom your originals are stored in your Adobe Creative Cloud account- do you know how much storage you have available?

Can I pick and choose what photos are synce to phone? Lightroom doesn't have a selective sync feature at this time.
