The Feature That I Want In Lightroom Is A Offline Mode,I Can't Edit A Photo While I'm Don't Have A Network,I Hope Lightroom Add This Features

That feature already exists. What you need to do is place those images you want to edit while being offline in an album, and then tap on the three dots behind the name of that album and choose 'Store Locally'.
