Option to "Sync with Lightroom CC" not there

Hi all,

I am running LR Classic and want to sync some images to LR Creative Cloud. I have done this before, but I cannot now. I have a collection created, and when I right click on the collection the drop down menu does not contain the option to Sync with Lightroom CC, as I have seen in the past. I recently upgraded my catalog. I opened my old catalog (2-2.lrcat) and the option IS THERE. But in my new catalog (2-3.lrcat) the option is NOT there! What is going on? Any help or points in the right direction would be appreciated.
