P: Where is the LrMobile Apps update ....

Yesterday the Apple Mobile Apps updated and allowed the use of masks (brilliant!!) within Lr but Lr Classic has yet to offer an update to work with these mobile apps; is this by design?

I do not have an update available and haven't all week. I looked at the details from the app and it looks like it's only available on iPad Pro 3rd generation, which is mind blowing that older versions have it but the newest does not.

On iOS the rollout worldwide takes up to a week. You should be able to go to the App Store and search for it and install it at any time if you can't wait for Apple's update mechanism.

Any idea when the newest masking update will be available on Lightroom for iPad Pro, 5th Gen? It isn't an option for me and there isn't even an option to update. In looking closer at the app description, it says it's available on the 3rd gen.

As of today, Nov 8, the app still hasn't updated to allow subject masking on Lightroom for iPad Pro, 5th Gen.

Nevermind, the most recent update includes the new masks!

They're rolling out slowly around the world to avoid crashing the servers. Restarting your computer or manually checking for updates in the CC app (Updates tab > Check for Updates) can sometimes find them quicker.
