Pending uploads and sync issues

I have lightroom cc installed on desktop, tablet and phone. I have installed a number of times but have persistent unreconciled items. On the mobile app (phone and tablet) I have 829 uploads pending despite not actually uploading anything from either. Auto import is disabled. This number and status remains even when I uninstall and the reinstall the app.

On the desktop version which is the source of my photos, I have 199 files syncing. This does not decrease and if I add photos they increase that number then sync and it goes back to 199.

There are no sync errors or sync pending in the desktop filter.

Finally, when I look at lightroom online, there are no sync issues listed and it holds the correct number of photos. 

Any thoughts on how i can identify the offending files? Any help greatly appreciated.
