Permanently deleted photos are not deleted from Originals backup folder (Lightroom 4.4)

Some photos, when permenently deleted from Lightroom ecosystem are not deleted from the local Originals folder in the PC that is managed by the Lightroom 4.4 Windows application.  I have tried to delete (including permanently delete) from the Android app, online browser portal, and directly on the Lightroom 4.4 windows client.  These deletions will propagate properly throughout the Lightroom ecosystem, but NOT be deleted from the Originals folder.  This does not occur for all photos, some photos do delete as expected.

I would like this folder to stay completely and reliably in sync, as designed, but it does not for me.  Any help would be appreciated.  I have already submitted a ticket that was closed and Adobe did not solve my problem.
