Can anybody tell me how this look is done in lightroom .

This sort of HDR-like look is accomplished using negative highlights and positive shadow slider settings. No need to capture HDR. A single raw image would be more than enough. In fact you basically never need to capture multiple images anymore with modern cameras as they have enormous dynamic range nowadays without capturing multiple exposures. You might also need to use positive whites and negative blacks. Just experiment. Then you set a high Texture amount and go negative on the Clarity slider to get the somewhat dreamy look.

It looks like an HDR image. HDR requires capturing mulitple brackets.
