Photo not syncing brush settings from Desktop to Mobile

I do my changes on PC, and then use the mobile Android app to download a copy and share. 

However, for one of my photos, that has 2 brush changes, on the mobile only 1 brush change is synced and the other one doesn't want to get synced.

I have tried on a copy, same problem.

I have tried to clear cache on mobile, still doesn't sync.

I have tried to make a change to force sync, still doesn't sync.

I attach the screenshots of PC and Mobile, to back my sayings.

This looks to me like a bug, if there is a workaround, happy to get it... But for now I downloaded the modified photo directly from the PC.
