Can Adobe Lightroom iphone app resize a photo to fit on instagram without cropping it? is that feature offered if you sign in for premium? Like the photo I uploaded, I want to resize it to fit on instagram without cropping it. If it is possible, how? Thank you,

Just export to instagram using the sharesheet. You will get an option in instagram to crop or to not crop.

When you say you want to "resize" the photo, do you mean that you want to change its current aspect ratio, e.g. from 4x3 to 1x1? If so, the answer is no, you would always have to first crop to the desired ratio. That applies to all versions of Lightroom.
