Pixelated images

Hi all,

I had run out of cloud storage as I have only used Lr CC for over a year now, I have sinced cleared space and deleted photos and older galleries but I am getting what I assume are smart photo low res images when I zoom in to do fine detail edits. Is this a glitch with my account or the software, it's incredibly frustrating. I am using Desktop version of the app! Any advice is appreciated.
