Pixelation, Export & Delete Problems

I am trying to fix what I consider to be a major bug.  Out of the blue all of my images that I am importing into LR (cloud based) are displayed completely pixelated. It doesn't matter what size I display them at.  Even stranger, there have been times when adjacent images are displayed correctly!? In addition I am now unable to delete images.  After selecting them and hitting the "delete images" button they go dark grey, but remain on my library strip.  At the same time, if I am unable to delete images, I am also unable to EXPORT finished images. Finally, I have a very hard times even shutting the program down, often having to resort to using the Task Manager to do it.

I have completely uninstalled and re-installed Adobe Creative Cloud, I'm running the most recent version as of Jan 14 2024. I am running Win11 and I have 933GB of free space on my SSD HD. 

PLEASE HELP!!
