I accidentally deleted the app from my phone and now my purchased preset are gone can I restore them without having to purchase them again

Lightroom mobile for iOS does not support importing presets directly. They need to be installed using a trick with a DNG. The author of the presets should have given the correct instructions.

Are you using the free version of Lightroom mobile or the Premium version? The free version does not sync to the cloud, but stores everything locally. If you delete the app, the you'll delete this storage too. If you cannot install the presets again, then the only way to retrieve them is to restore the phone from a backup.
