Preset tab crashes the app on PC

Question

lightroom works fine but as soon as I click on the presets tab it freezes and stops responding. im on version 8.1. i uninstalled then re-installed lightroom and the issue still persists. i'm not sure what happened to cause it nor what i can do to fix it.
