Presets

From your wording, I'm not clear if you are having trouble seeing your synced presets in a paid Lightroom subscription account, or if you having trouble importing presets from a 3rd party..

If you are a user of the free app, photos and presets do not sync across devices -- you will need to re-import presets into your free account on each device.  Lightroom syncs across devices only for subscribed accounts.  Perhaps you could restore a backup of your old phone with presets onto your new device, to save some time/effort?  See this page for more info: https://helpx.adobe.com/lightroom-cc/using/lost-photos-presets-lightroom-mobile.html
