Presets show blue loading circle

Hi! I got a new phone and signed back into my LR app (I do not have the paid version). All of my previously stored photos display and my purchased presets do too but any time I attempt to use the presets, personal ones or the standard available, it just shows a blow loading circle. I've deleted from and redownloaded the presets to the app, signed out and back in 10 times. Does anyone know how to fix this? Thanks!

a screen shot would be helpful.
What you can do is to try to log out and then in again with your account.
