Presets taking forever to load in Lightroom for iPad

I have a set of Rebecca Lily presets that I am syncing between Lightroom on desktop and Lightroom on the iPad. Every time I open that preset folder on the iPad, I have to wait for them all to load. It takes quite a long time. I guess they are downloading from the cloud rather than being stored locally? Is there any way to store them locally instead? It's a big time suck to wait for them to download every time.
